Yes, Cuphead’s “The Delicious Last Course” DLC is stuck in development like Dean Takahashi playing the game’s tutorial. Although the downloadable content slated for 2019 may not come out this year, it is set to drop sometime in 2020 for PC, Xbox One, and Switch.
If we were to use Takahashi’s “playthrough” of Cuphead as an analogy for the forthcoming DLC’s development, then Studio MDHR announcing “The Delicious Last Course” is like Takahashi jumping over the first small block, but releasing it is like jump-dashing over the large pillar. In other words, it will take time before Cuphead’s DLC dashes out into the wild for public consumption.
All jokes aside, Chad and Jared Moldenhauer wrote up a letter to explain to fans and gamers alike the following:

Our highest priority with The Delicious Last Course is making sure this new adventure meets the meticulous level of care and quality we always strive for. It’s also important to us that we make things in a way that’s healthy and sustainable for our team. With that in mind, we’ll be moving the release for all platforms to 2020.

Folks excited to jump into whatever the devs had intended for gamers this year will sadly have to wait. Although the wait time is a year, the devs offered a snippet of gameplay of what’s to come via a new teaser trailer… so there’s that.

With all of that said, Cuphead’s DLC that was set to release in 2019 will now launch sometime in 2020 across PC via Steam and GOG, Xbox One, and Switch.
